Chemtrails, HAARP, and climate warfare: they're playing with our skies!

All you have to do is look up at the sky. White lines cross our sky, intersect, sometimes persist for hours and eventually form a veil. Many citizens are asking questions. Some speak of chemtrails, others of simple condensation trails. Too often, the authorities’ response can be summed up in one word: move along, there is nothing to see.

For the Révolution movement, this attitude is no longer acceptable!

When a concern affects the air we breathe, water, soil, agriculture and public health, the role of those in power is neither to ridicule nor to censor. Their duty is to measure, analyse, publish and be held accountable.

Révolution asserts a simple principle: our sky belongs neither to a multinational corporation, nor to an army, nor to a laboratory, nor to a supranational institution. It belongs to everyone. No one can be authorised to secretly alter the atmosphere above our heads.

Let us not confuse everything — and let us not give anyone a blank cheque

Yes, condensation trails exist when an aircraft flies through the sky. These trails consist mainly of ice crystals and can, when the air at altitude is very cold and supersaturated with moisture, persist for a long time, spread out and turn into cirrus clouds. Their persistence therefore does not, in itself, constitute proof of clandestine chemical spraying.

But this scientific explanation does not settle all the political questions.

Aviation does in fact release carbon dioxide, nitrogen oxides, water vapour, soot and particles. Persistent trails themselves have a recognised climate effect. Above all, the artificial modification of weather is not an invention: cloud seeding has existed for decades. Countries are capable of ensuring that the sky is perfectly blue and that it does not rain for a particular sporting event or military parade. When people begin to play the sorcerer’s apprentice, the consequences can be dramatic! A mistake can occur, the Earth can take revenge or ideas can arise in the sick minds of certain leaders who believe they are God.  

As for solar radiation modification — which would notably seek to reflect part of the sunlight by introducing particles into the atmosphere — it is the subject of research, private projects and a very real international debate.

The real scandal is therefore this: while these technologies exist or are being considered, citizens have no permanent, independent and easily accessible system enabling them to know precisely what is being emitted above them, by whom and for what purpose.

We are asked to trust. Révolution replies that trust never rules out scrutiny: it demands it!

Geoengineering is not a “conspiracy theory”

In 2023, the European Commission itself acknowledged that the risks, unintended consequences and effects of geoengineering were still poorly understood, while the necessary rules and institutions had not been developed.

In December 2024, the Commission’s scientific advisers recommended a European moratorium on the use of solar radiation modification technologies, considering that their deployment could have planetary consequences and would require global governance that does not exist today.

Global governance, yes, indeed, you read that correctly. That is of course where they want to lead us... 

In the United States, Florida adopted a law in 2025 prohibiting the intentional injection or dispersion of substances into the atmosphere for the purpose of modifying temperature, weather, climate or the intensity of sunlight. This law also provides for a reporting and investigation mechanism. This law prohibits chemtrails, which therefore clearly proves that they exist even though, here in Europe, the subject is taboo. 

These decisions do not prove that every white line observed in the sky is clandestine spraying. They do, however, prove something essential: the artificial manipulation of the atmosphere is a real subject, serious enough to justify moratoriums, controls and prohibitions.

Whoever can command the rain or manipulate so-called “natural” events possesses a strategic weapon! 

Water is a people’s foremost resource. It replenishes groundwater, nourishes crops, supplies cities and determines the survival of populations. Any technology capable of influencing precipitation therefore possesses, by its very nature, a political, economic and military dimension.

Cloud seeding does not make it possible to create a hurricane or a deluge at will. Its effectiveness depends on clouds already being present and remains limited and uncertain. But this limitation must not serve as an excuse for inaction: if an intervention can shift, increase or locally reduce precipitation, its repeated or coordinated use can create tensions between territories. Who would be responsible if an operation intended to make rain fall in one region deprived a neighbouring region of part of its water? Who would compensate the farmers? Who would control military programmes?

Weather warfare is not a figment of the imagination. During the Vietnam War, the American Operation Popeye used cloud seeding to prolong the monsoon and disrupt the opposing army. The international community subsequently adopted the ENMOD Convention, which entered into force in 1978 and prohibits the military or hostile use of environmental modification techniques having widespread, long-lasting or severe effects. 

This convention demonstrates that the risk of the hostile weaponisation of the environment has long been recognised. At Révolution, we also believe that this 1978 convention is no longer respected by anyone today. Technologies have evolved, private actors have emerged and the legal thresholds of “widespread, long-lasting or severe” effects leave grey areas.

The climate weapon is the perfect weapon of our time: silent, difficult to attribute and capable of making an attack look like a natural disaster. Precisely because such an accusation is extremely serious and difficult to prove, Révolution rejects two equally dangerous attitudes: accusing a country of causing a disaster without proof, but also declaring, as a matter of principle and naivety, that no hostile use is possible even though it constitutes the perfect weapon of the 21st century!

The duty of a responsible State is to monitor, prevent, investigate and make every operation traceable.

HAARP: official statements cannot close the debate

We are often led to believe that HAARP does not exist, but HAARP does exist! This powerful American installation emits high-frequency radio waves in order to study and stimulate areas of the ionosphere. Those in charge claim that the frequencies used are not absorbed by the troposphere — the layer in which our weather forms — and that the installation can therefore neither control the weather nor cause a natural disaster. As if they were going to publicly admit that they caused an earthquake in Turkey, tsunamis in Indonesia or flooding in Spain or Venezuela... As if the CIA always told the truth... As if nothing were ever hidden from us. At Révolution, we are not naïve sheep! 

Even though we have no verifiable proof enabling us to attribute a specific flood, drought, earthquake or storm to HAARP — since it is in any case impossible to discuss this subject without being branded a conspiracy theorist or a crackpot — we know that this technology exists and that it is used by certain States or influence groups to threaten or punish countries that might embark upon a course not desired by those who consider themselves the masters of the world. When a leader becomes inconvenient, a devastating earthquake is created. When the economic interests of major multinational corporations demand it, large-scale forest fires are created to make possible a project that had previously been unimaginable. Forest fires or the heatwave psychosis are currently being used to influence public opinion so that it adopts, for example, the theory of global warming and all the restrictions that will subsequently be imposed on us to combat it...

However, all of this rests solely on OUR CONVICTIONS, and that is normal since, in this matter, we are expected to settle for the argument from authority (none of this exists, you are crazy). We refuse to accept that the debate should be swept aside in this way!

The military origins of the HAARP programme, the power of the installation and the existence of research into the space environment justify maximum transparency. Citizens must not be ordered to take an institution at its word. They must be able to access the technical characteristics, transmission schedules, objectives of the experiments, funding and results, under the supervision of genuinely independent scientists but also under the supervision of whistleblowers who have been taking an interest in this subject for years. 

Saying “we cannot prove it” does not mean “we must not investigate”. It means exactly the opposite!

What Révolution rejects

Révolution rejects branding any citizen who asks a question a “conspiracy theorist”, especially when that question is legitimate! Someone who is surprised that, for some time now, their car has regularly been covered in particles that the State and the media tell us come from the Sahara, whereas 30 years ago, in the same place and at the same times of year, this never happened, is not a conspiracy theorist; they are simply an aware person, capable of thinking, who is asking legitimate questions. They must receive serious answers! 

Révolution rejects private companies being allowed to experiment on the atmosphere and then market supposed “cooling credits”. Under this name, a particularly worrying market is developing: certain companies sell units supposedly representing the cooling obtained by dispersing reflective substances in the upper atmosphere. The American company Make Sunsets thus claims that one gram of sulphur dioxide sent up by balloon would offset, for one year, the warming caused by one tonne of CO₂. But the carbon dioxide is not removed from the atmosphere. The announced effect would be temporary, its consequences remain uncertain and the equivalence being sold is not based on a universally recognised public system. A private company can therefore make money by releasing a substance into a space belonging to all humanity, without the consent of the populations potentially concerned. This is intolerable!

Révolution rejects this commodification of the sky. No entrepreneur must be allowed to sell the right to modify solar radiation and then present that intervention as environmental compensation. The atmosphere is not a Stock Exchange and the climate is not a financial product.

Révolution rejects military, scientific or commercial programmes capable of influencing the weather, precipitation or solar radiation escaping democratic and popular oversight. 

Révolution also rejects facile assertions. Finding aluminium, barium or other elements in dust or rainwater does not make it possible, without a rigorous protocol, control samples and traceability, to determine their source. A serious accusation requires serious evidence. It is precisely in order to obtain such evidence that independent public monitoring is essential! 

We are not asking Belgians to believe blindly. We are asking the State to prove, monitor and publish.

The “Open Sky Act” proposed by Révolution

Révolution proposes the adoption of a Belgian law based on the precautionary principle and structured around 10 concrete measures.

1. Prohibition of any State-sponsored or clandestine atmospheric manipulation

Any intentional emission or dispersion of substances or agents into the atmosphere for the purpose of modifying precipitation, temperature, climate or the intensity of solar radiation must be prohibited on Belgian territory and in the airspace under its jurisdiction.

2. Immediate moratorium on solar geoengineering

No open-air experimentation or deployment of solar radiation modification may be authorised in our country.

3. Mandatory public register

Any Belgian, European, military, university or private project related to weather modification, cloud seeding or geoengineering must be declared in a public register: promoters, funders, substances used, quantities, locations, dates, objectives, risks and results.

4. Permanent independent sampling network

Stations distributed across all provinces must regularly sample the air, rainwater and atmospheric deposits. The analyses must be carried out by several accredited laboratories according to a strict chain of traceability. The raw results must be accessible to everyone as open data.

5. Citizens’ right to report and obligation to investigate

A public platform must make it possible to submit photographs, times, trajectories and observations. Corroborating reports would lead to cross-checking against meteorological, satellite and aeronautical data. A reasoned response would be mandatory within a time limit set by law.

6. Transparency of flights and emissions

The authorities should retain and make available for consultation, within the limits strictly necessary for security, flight paths, the type of aircraft, the operator and relevant data relating to reported flights. Military activities likely to have an environmental impact could not escape all independent civilian oversight.

7. Aircraft inspections and deterrent penalties

Any aircraft suspected of being equipped with a dispersal device could be subject to inspection. Intentional violations would be punished by criminal penalties, heavy fines, seizure of the equipment and full compensation for environmental and health damage.

8. Protection of whistleblowers

Pilots, technicians, researchers, military personnel, public officials or employees who report in good faith an illegal operation involving chemtrails or climate manipulation must benefit from enhanced protection against retaliation.

9. Independent commission of inquiry

A commission bringing together magistrates, scientists from different disciplines, representatives from the health, environmental and aviation sectors, whistleblowers and randomly selected citizens must be tasked with examining existing programmes, applicable rules and any shortcomings in Belgian oversight.

10. Belgian diplomatic initiative for an international treaty

Belgium must defend a worldwide prohibition on the unilateral deployment of technologies capable of altering the climate or solar radiation, or manipulating the elements (earth, water, fire, wind). No State, military power or company must be allowed to hold another people’s climate hostage, play with the health of its citizens or use the weather for political or military purposes. 

The air is not for sale. The sky must not be privatised.

This is not about declaring that every trail is chemical. It is about refusing to allow a technology capable of affecting millions of people to be developed or used in secrecy.

Those who claim that no clandestine spraying exists should be the first to support measurements, analyses and total transparency. If everything is normal, the data will show it. If an illegal activity exists, it must be stopped and those responsible brought to justice.

Révolution chooses the precautionary principle, popular sovereignty and the right to the truth.

No experimentation without consent. No secrets above our heads. No manipulation of our atmosphere!

The Belgian sky is not a laboratory!
